How many Judges and prosecutors are necessary after the unification of Korea

How many Judges and prosecutors are necessary after the unification of Korea?
About 1600 judges and about 1150 prosecutors are necessary after the unification of Korean peninsula.

North Korea and South Korea have different laws.
I wonder how the two Koreans can apply common laws.
