They call it Faikauft system.
Accoridng to Farikauft system, West Germany spent almost 4 billion Mark.

West Germany paid almost 50,000 to 60,000 dollars to purchase one refugee.

Is it possible for South Korea to purchase those who want to escape from North Korea and live in South Korea?

Fraikauft System can not be applied to Korea.
Why?

I think it is not possible.

Blaming each other makes communication difficult.
If two Koreas want to communicate, then they should stop blaming each other first.
