Even after unification of Korea, North Korean government keep ruling Northen part of Korea

Some people think if North Korean government keep ruling Northen part of Korea,
then the unification of Korea is more possible.

Is it reasonable.

Then why two Koreas need unification if Northern part of Korea is ruled by the present North Korean officials.

I do not think North Korean government should be accused.
But I think it is not  good idea if the Northern part of Korea is ruled by the present Northern officials.
If they are elected by people in North Korea, is is OK because they are selected by domocratic method.
