I do not think North Korean care about the human rights.
North Korean people are suffering from persecution and mental pains caused by North Korean regime.

I do not know the true intention of North Korean regime about the invitation, but it is a good piece of news, because UN specialist will make a report about the human rights of the handicapped in North Korea.
