남북한이 통일하면 인구가 늘어나기는커녕 오히려 출산율이 급격히 떨어지는 '출산쇼크(Birth Shock)' 현상이 벌어질 수 있다는 주장이 있다.

미국 인구학 전문가인 엘리자베스 스티븐 조지타운대 교수 미국 워싱턴DC 전략국제문제연구소(CSIS)가 주최한 세미나에서 "한반도 통일은 독일의 통일 과정과 다르겠지만 출산율이 감소하는 현상은 비슷할 것"이라고 전망했다.

스티븐 교수는 "독일 통일 과정에서는 서독이나 동독 모두 출산율 저하 현상을 경험했다"며 "특히 통일 전 서독보다 높았던 동독의 출산율은 통일 후 서독보다도 낮은 수준으로 떨어졌다"고 지적했다.

스티븐 교수에 따르면 통일 전 동독의 출산율은 1989년 여성 1명당 1.57명이었으나 통일 이후인 1991년에는 0.9명으로 낮아졌다.
