Only a few travel agencies deal with tour program to North Korea

Only a few travel agencies deal with tour program to North Korea.
Permission to travel to North Korea is a must before we enter into North Korea.
US Citizens are allowed to travel North Korea since Janausry, 2010.
I wonder if permanent residents with South Korean Passport in America can travel North Korea.

Cellular phones can be used if sim card is purchased.
