How long can Hong Kong be called a city state of freedom

Hong Kong's government does not represent people in Hong Kong, as the government wants to keep good relationship with the mainland of China.

The economy is getting worse and worse since Hong Kong's return to China.
People stuggle to keep the freedom of speech and democracy.
Hong Kong looks like a person who wears a pair of pants whith one side is short and the other side is long.

Some part of Hong Kong looks like democratic society but some part of Hong Kong resembles China.
I wonder how long Hong Kong can be called a city state of Freedom.
