Robert Park wrote this article and what he is suggesting is that if Kim Jong Un was handed over, most would be forgiven and reunification could begin in earnest.
He is referring to an idea by Bruce Bennett of the RAND corporation who suggests convincing those in the upper-level regime be persuaded to overthrow Kim knowing that they wouldn't be punished after the fall of the regime.
Much easier said than done but if it could be done, I believe everyone including most of the upper-level regime would be relieved and Korea could be unified.
