Looks like Kim Jong-Un and the OGD (Organization and Guidance Department) are getting worried about their grip on power so they are taking extra measures to ensure less likely dissidents within the ranks.
This will not stop the discontent though since from what I have been reading, the military are half starved and morale is bad. there will be discontent regardless.
